Mr Tan- a student from RP , had witnessed first-hand someone vandalising a car two months back

Two months ago,i saw a suspicious looking guy in the car park at Block 123 while i was coming back from school as i took the short cut through my car park. The guy did not notice me and when i was about to leave the car park, i heard scratches sound. I noticed that the guy was just standing next to a blue toyota lorry with a key in his hand. I was pretty scared at that time and did not report to the police. But i can help by describing the person's appearance and features.
